Name
(1) The name of the group shall be “The Canadian Group of Liberal International” hereinafter referred to as CGLI.
Objectives
(2) CGLI is an association of people working for the following:
(a) To affiliate with Liberal International (LI) and to support and assist its work
(b) To support the principles set out in the Liberal Manifesto formulated at the Oxford Conference in 1947, as updated by the Andorra Liberal Manifesto of 2017.
(c) To develop co-operation with liberals and liberal groups abroad in advancing liberal values through common cause.
Membership
(3) (a) Membership in CGLI shall be open to all those residing in Canada, or Canadians living abroad, who subscribe to the objectives outline in clause (2) and who are 18 years of age or older. This will include members of the Liberal Party of Canada, a provincial Liberal Party association, and unaligned persons who subscribe to liberal values.
(b)The Executive Committee of CGLI shall have the power to refuse or withdraw membership from any person whose activities have not been consistent the objectives in clause (2), or are any other way harmful to CGLI. An appeal can be made to a general meeting and that decision shall be final.
(c) Membership may be organized on a provincial or other regional basis to facilitate activities of CGLI. The Constitution of any provincial or regional group shall be subject to approval by the Executive Committee of CGLI, and shall accord voting rights at the Annual General Meeting and any Special General Meeting as outlined below.
(d) The Executive Committee may recommend to the AGM or a special general meeting honourary memberships and patrons.
Membership Fees
(4) A membership fee of $25.00 shall be submitted with an application for membership. An exception of the fee is for those 18-25 years of age. Members will be encouraged from time to time to make donations to the organization.
Officers and Executive Committee
(5) (a) The following Officers shall be elected annually at the Annual General Meeting (AGM). Balloting may also occur with a postal ballot and/or the internet on recommendation by the Executive Committee:
President (who shall be the principal public representative of the membership and Ensuring observation of the Constitution)
Vice-President
Treasurer
Secretary
(b) The above officers shall comprise the Executive Committee with up to six other members at large, elected as prescribed in clause (5) (a).
(c) Each provincial or regional group shall appoint a member of the Executive Committee, and an alternate, and shall notify the Secretary of these appointments.
Annual General Meeting
(6) (a) A general meeting of CGLI shall be held annually. All members shall be entitled to attend, to stand for election as an Officer or at large member of the Executive Committee, to propose or second nomination for election, to submit resolutions, and to vote at the AGM. The Executive Committee may use teleconference or video conference\accessibility for members to participate in the AGM who cannot attend in person.
(b) The President, or in his/her absence, the Vice-President shall preside over the meeting
(c) The Treasurer shall present to the AGM statement of the accounts for the previous financial year. An auditor maybe appointed by the AGM after receiving the recommendation of the Treasurer.
(d) Notice of the AGM shall be sent to all members at least 45 days in advance. The incumbent Executive Committee may set a deadline for receiving nominations for Officer and Executive Committee positions. The incumbent Executive Committee may appoint a Returning Officer for the elections.
Special General Meeting
(7) A special general meeting (other than the AGM) may be called by the Executive Committee, and shall be called if 25 members so desire and notify the secretary in writing. A notice of such meeting shall be issued forthwith and occur within 45 days. The Executive Committee may use teleconference or video conference accessibility for members to participate in the Special General Meeting who cannot attend in person.
Ammendments to the Constitution
(8) The Constitution of CGLI may be altered by a two-thirds majority of those members present and voting at the AGM.
